Frances Lynch, Ph.D., MSPH, is a health economist and services researcher whose work focuses on vulnerable children and families, including children with mental health conditions and children in foster care. She is a Senior Investigator at the Center for Health Research at Kaiser Permanente and holds a joint appointment as a Senior Investigator at OCHIN research. Dr. Lynch has extensive experience across multiple methods, including analysis of secondary data sets, survey development, and randomized controlled trials. Dr. Lynch received her Ph.D. in health economics from Johns Hopkins University School of Public Health where she received a fellowship in health economics from the National Institute of Mental Health. She was also a post-doctoral fellow in children’s mental health at Johns Hopkins University, holds a Master of Science in public health policy from the University of North Carolina at Chapel Hill, and Bachelor of Science from the University of California at Berkeley.
