Each application will be evaluated based on the degree to which the following characteristics are met. Finalized criteria would be graded on a scale of 1-5 with 5 being the highest score, for a maximum of 20 points.

  • Meets Broad need: The DAR addresses a common analytic challenge for an important population health issue.   
  • Includes an effective Governance model: The DAR was developed and tested through a multi-stakeholder governance process that includes key personnel from the government agencies and stakeholder groups that need to be involved in order to address the identified problem and that have to sign off on data use policies.
  • Works with available data: The DAR uses data that are readily available to state and local agencies and leverages data already collected from consumers, health plans, providers and other stakeholders.
  • Represents an Innovative policy or program solution: The policy or program intervention to be addressed with the DAR represents an important innovation.
  • Demonstrates Feasibility and Scalability: The DAR (test or operational) has demonstrated it is feasible and scalable (i.e., DAR participants were able to generate the required data elements and additional participants were able to replicate the model).  Similar agencies have indicated they can also use the DAR
