Sally Leimbach has specialized in long term care (LTC) issues and insurance since 1992.  She is a highly knowledgeable and nationally recognized consultant, educator, and speaker regarding long term planning issues for individuals, employer-sponsored groups, associations and advisors. Sally has educated attorneys, CPA’s, and Financial Planners on the importance of being sure that clients have a plan for long term care. She holds insurance licenses in multiple states.

Committed to her profession, Sally is a member of NAHU and NAIFA where she has served at national, state and local levels.  She is a member of The Baltimore Estate Planning Council and the SOA LTC Section Council as a Friend. Sally wrote an article published in the SOA LTC Section December issue describing the Maryland efforts to be proactive about increasing LTC issues.

Sally currently serves as the designated reference for LTC insurance matters for the Joint Legislative Committee (JLC) of MAHU and NAIFA-MD. In that capacity, she was asked to create legislation to be introduced into the 2017 Maryland Legislative Session.  Bipartisan support passed a bill that was signed into law by Maryland Governor Hogan on 4/18/2017. The law created a public/private 11 member Task Force on LTC Education and Planning. The Task Force was charged with researching and sending recommendations in a report to the Governor, Speaker of the Senate and Speaker of the House. This was submitted October 26th, 2018.   As quoted from the charge of the law, the recommendations were to include education and education methods that “will insure that no Maryland Resident reaches the age of 50 without having received complete information about the risk of needing long term care….” and information about the Maryland Medical Assistance Program(Maryland Medicaid).

Sally was honored to be appointed by Governor Hogan to serve on the Task Force.
