Moira Forbes, M.B.A., is a principal policy director focusing on payment policy and the design, implementation, and effectiveness of program integrity activities in Medicaid and the State Children’s Health Insurance Program (CHIP). Previously, she served as director of the division of health and social service programs in the Office of Executive Program Information at HHS and as a vice president in the Medicaid practice at The Lewin Group. She has extensive experience with federal and state policy analysis, Medicaid program operations, and delivery system design. Ms. Forbes was elected to the National Academy of Social Insurance in 2019. She has a Master of Business Administration from The George Washington University and a bachelor’s degree in Russian and political science from Bryn Mawr College.
