Dr. Caswell is a senior research associate in the Health Policy Center at the Urban Institute. His research covers multiple areas related to health and economic well-being, with a focus on vulnerable populations. He is currently working with colleagues to evaluate a demonstration to coordinate health care for dually eligible Medicare-Medicaid beneficiaries, and on a study to evaluate how disability status affects Medicare spending among the elderly. Previous projects include an evaluation of economic well-being among elderly individuals with mental health impairments and disability insurance, the financial burden of medical spending, the impact of managed care among Medicaid beneficiaries, uncompensated health care, and inequalities in health outcomes.
Before joining Urban, Dr. Caswell was an economist in the US Census Bureau’s Health and Disability Statistics Branch, where he contributed to the medical out-of-pocket spending component of the Supplemental Poverty Measure. During his previous tenure at Urban, he worked with colleagues to develop estimates of potential savings in medical spending attributable to preventive health services. Dr. Caswell holds a Ph.D. in economics.
