The Milbank Memorial Fund and AcademyHealth have partnered to recognize state and local efforts to advance the use of data to improve the health of their populations and the performance of health systems.


State and local health agencies are at the forefront of major policy and operational initiatives to improve health and health care.  They provide leadership and strategic direction, establish policy and funding levers, and evaluate the results – at the level of programs, health plans, providers or contractors.  While there are a wide variety of interventions, state and local governments have focused on areas where they can get the most bang for the dollar – including promoting prevention, provider payment reform, addressing the social determinants of health and building care management infrastructure for primary care, chronic care management infrastructure, and community based long term care services and supports.

Whatever the specific focus may be, these state and local health innovations require robust data and analytics for program design, operations and evaluation.  And a common problem these agencies will face is they have plenty of data, but limited capacity to translate that data into useful information.  This issue is compounded by the fact that many health innovations require accessing and integrating data from a variety of sources, adding policy and technical complexity – and cost – to the solution.  State and local health agencies need data analytics roadmaps – solutions to analytic challenges like defining a population health concept, measuring performance or carrying out another operation. Effective data analytics roadmaps:

  • address an important population health issue;
  • define common data elements and build data matching and integration processes;
  • make it easier to build or replicate population health interventions; and
  • can be generally accepted and replicated by others doing the same work.

About the Award

This year’s award will recognize up to 3 organizations that are developing or have developed data analytics roadmaps (DARs) to help state and local health agencies collect, organize and analyze their data.  The goal is to (1) demonstrate the utility and feasibility of these DARs in one or more states, counties or cities, and (2) by publishing the DAR, make it easier to replicate that model broadly across similar programs, organizations and settings.


One representative for each of the three finalists will receive travel assistance and complimentary registration in order to attend the 2019 Health Datapalooza. A final winner will be announced from the main stage of the meeting.
