IRB approval and/or HIPAA authorization are usually not required for activities that that are not considered Research or that meet an exemption. However, you should still review the project with your institution's IRB and/or privacy board and the IRBs and/or privacy boards of other institutions you are working with, including project funding entities. Local definitions and interpretations of research activities may differ, and policies regarding IRB and/or privacy board review are set locally.
