Congress should focus on providing health coverage to the uninsured,
by protecting the coverage workers who are laid off and expanding the
Children's Health Insurance Program to include parents, as well as through
the Family Opportunity Act, and Transitional Medicaid Assistance. He
discusses a Medicare prescription drug benefit, the National Institutes
of Health's budget, and medical care for veterans as other important
issues that need to be addressed.

partisan differences in approach to health care coverage expansion have
meant that workers have had to wait for assistance. The article outlines
the differences between the Democratic and Republican health plans,
both of which are part of larger economic stimulus packages. It points
out that in ten years, no major health care legislation has cleared
Congress without major bipartisan support, and that the political balance
is so fluid that the outcome of this debate remains in doubt.
