Coalition Releases First Code of Conduct for Effort promotes fair and ethical treatment of foreign-educated nurses (Washington, DC - August 27, 2008)—A Task Force including representatives of unions, health care organizations, educational and licensure bodies, and recruiters is releasing voluntary standards for the ethical recruitment of foreign nurses. The Voluntary Code of Conduct for the Ethical Recruitment of Foreign-Educated Nurses to the United States (the Code) is the first coordinated effort to address concerns about protecting nurses’ rights during the recruitment process, the provision of appropriate clinical and cultural orientation of foreign-educated nurses, and developing strategies to ensure that international recruitment does not adversely impact health care services in less-developed source countries. The Code and supporting information will be posted to www.fairinternationalrecruitment.org, which will also be unveiled during the event.

| WHY: | The U.S. nursing workforce is not sufficient to meet national needs, and many employers now view international nurse recruitment as a permanent part of the solution to the shortage. However, the practice is largely unregulated and the potential for abuses is high.
