Health care coverage in the United States is a complicated and controversial issue, particularly when debating how to cover the nation's over 40 million uninsured individuals. Program design, finance structure, and many other factors affect whether and how people access care. Some advocates and policymakers argue over whether increasing access to the safety net is a higher priority than expanding insurance coverage.
