Stuart Guterman
Senior Program Director

Stuart Guterman has been Senior Program Director for the Commonwealth Fund’s Program on Medicare’s Future since May 2005. He is responsible for the Fund’s research agenda on Medicare issues, the development, management, and review of grants to be funded under the program, analyses related to the current performance and future improvements in the Medicare program, and disseminating the results of the Fund’s activities and other research related to these topics.

He was Director of the Office of Research, Development, and Information (ORDI) at the Centers for Medicare and Medicaid Services (CMS) from 2002 to 2005. That office has primary responsibility for research related to Medicare, Medicaid, and the State Children’s Health Insurance Program, the Medicare Current Beneficiary Survey, and Medicare demonstration projects.

Prior to coming to CMS, Mr. Guterman was a Senior Analyst at the Congressional Budget Office (CBO), where he worked on a variety of issues related to Medicare financing and payment policy, including payments to fee-for-service providers and the pattern of Medicare costs across beneficiaries and over time. Before that, he was a Principal Research Associate in the Health Policy Center at the Urban Institute for two years. His research there covered a range of health care financing issues, including Medicare payment, hospital organization and performance, and the health care safety net.

He was Deputy Director of the Medicare Payment Advisory Commission, which was formed in October 1997 as a combination of the previous Prospective Payment Assessment Commission (ProPAC) and the Physician Payment Review Commission. He had been at ProPAC since 1988, and had been a Deputy Director there since 1990, with responsibility for work related to Medicare and Medicaid hospital payment, hospital financial status, and Medicare and broader health care system reform.

Previously, Mr. Guterman was Chief of Institutional Studies in the Health Care Financing Administration's Office of Research, where he directed the evaluation of the Medicare Prospective Payment System for inpatient hospital services and other intramural and extramural research on hospital payment.
