Richard Onizuka is director of Health Care Policy for the Washington State Health Care Authority (HCA), a cabinet agency providing health care for over 400,000 covered lives in the Basic Health Program and the Public Employees Benefits Board. At HCA, he oversees policy development, legislation and programs related to Governor Gregoire’s five point strategy for improving health care.
