  Content: Each year, leaders from the Administration and Congress present their priorities to our audience of more than 800 researchers, policymakers, and practitioners. Recent speakers have included CMS Administrator Don Berwick, AHRQ Director Carolyn Clancy, HHS Secretary Kathleen Sebelius, and FDA Commissioner Peggy Hamburg.
   
  Challenges of ACA Implementation at the State Level

Future of Health Care for Military and Veterans

  Content: With the implementation of the Affordable Care Act and an influx of veterans returning from Iraq and Afghanistan, the American health care system will need to meet many new demands. How are the severely wounded fairing in the Department of Defense and Veterans Affairs health care systems? How will these systems handle relatively new and more challenging conditions such as mental health disorders, substance abuse, and homelessness? This panel discussion will focus on whether the Military Health System and the Veterans Health Administration are appropriately resourced to meet those needs.
   
  Using Evidence to Build a Learning Health Care System

  Content: Panelists will explain the major components of the Affordable Care Act litigation, the grounds on which multiple states are fighting its implementation, and the likely timeline for future decision-making. As the state suits make their way through their respective Federal Circuit Courts, the panelists will anticipate the next steps and their implications for health care policy.

  Content: Hospitals are rapidly acquiring physician practices to maintain or improve their ability to compete in a changing market. What are the implications for cost, quality, and access to care? Will fee-for-service payment systems cause patient costs to rise even further, or will we see a transition to an ACO model, basing compensation on quality and productivity?
     
  Policy Options to Increase Value for Medicare/Medicaid Dual Eligibles

  Content: Provisions contained within the Affordable Care Act call for increased attention to and investment in population health. However, with an increase in covered individuals and an increase in preventive services being offered through such coverage, services traditionally provided by the public health sector will now be provided through the health care system. As a result, state and local health departments may need to transform in order to stay relevant in this new health reform environment. This session will explore the state, local, and carrier perspectives on the ACA’s vision for population health, and propose recommendations for how the public health community could be an effective partner in health system transformation.

  Content: Ten of the 20 fastest growing occupations are related to health care, according to a recent report from the Bureau of Labor Statistics. And although the health care sector was not immune to the recession, the industry as a whole has remained resilient. In fact, many communities are looking to health care to create high-quality jobs and stimulate the local economy. Does local economic development in the health sector conflict with national efforts to constrain the cost of health care? How can we balance local needs with national priorities?
   
  Measuring and Reporting on Health Care Quality

Panelists discuss the initiatives created or expanded by the ACA, including the Physician Quality Reporting Initiative and a Medicaid quality measurement program.
